Delete branch "dev"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
When GOPRIVATE is configured (in .gogogo.conf env: or the process environment), the Go module proxy is either not consulted or may return a stale cached hash. The existing verifyLocalTag() already ensures the local and remote tags agree, so the extra proxy/cache round-trip is redundant for private modules and causes false hash mismatches (observed with xr-invoiced, GOPRIVATE: "*").
Wire hasPrivateEnv() -- which already existed -- into the skipVerify decision in executeFromClone(). Also apply the same logic in runDryRunVerification() so --dry-run --verify gives a useful result instead of a spurious proxy error.
The in-code hint at release.go:758 said "set GOPRIVATE to fix private repo issues" but hasPrivateEnv() was never actually used to make that happen. This commit closes that gap.

During testing: probably the change isn't required: I confused some tags and assigned it a 2nd time to an other commit which probably made the mod proxy inconsistent. While it should not build, the error message should be more readable
